This continues your previous question on your other thread, correct? Next time, just follow up on that thread rather than starting a new topic.
All of our software uses UTF8, and already takes care of calling setlocale. If your months aren’t translated, your server environment probably doesn’t have that locale data on hand. See the other thread for a link to the setlocale documentation page that should provide a few hints.
