Maybe the problem is that although it says that is translated. the translation folder has only had following files:
admin.po
api.po
author.po
submission.po
when looking on the other languages it seems there are many more files.

Yes, there are certainly other files that should be present in a complete translation. Missing translations will be shown with ##messages.like.this##.
