I think that it could be quite useful to have languages as tar.gz files available and when we upload them via admin interface thet can be automatically installed.

I believe there’s already support for web-based installation of language packs from a long time ago. However, there’s a considerable overhaul of our translation and language tools that we’d need to tackle before this becomes practical because of the number of languages. These include…
- Moving to .po files rather than XML-based translations
- Using a translation management tool like Pootle to coordinate translators
These aren’t especially high priorities but do deserve some attention, perhaps at a sprint event.
