I cant see my administrator site after update from 3.1 to 3.2.0-3

It’s likely that the UTF-8 message indicates the problem. I’d suggest checking your database’s default character set; see e.g. this thread: [OJS 3.2.0-3] Submissions disappeared post upgrade

You may also get more information by looking at your browser’s error console.
