Enforce Editor-Defined Mandatory Fields in the Submission Workflow

Describe the problem you would like to solve
Our editorial team often receives submissions with incomplete or missing metadata, even when certain fields are essential for evaluation, indexing, and publication. At present, authors can advance through the submission steps without completing all critical fields, resulting in additional manual follow-up by editors and delays in the workflow.

Describe the solution you’d like
We would like OMP to allow editors or press administrators to define which submission fields are mandatory. The system should prevent authors from proceeding to the next submission step until all required fields have been completed, displaying clear validation messages indicating what information is missing.

Who is asking for this feature?
Press Administrators, Editors, Technical Support Staff, and Metadata Managers.

Additional information
This feature would improve metadata quality, reduce editorial overhead, and ensure compliance with internal editorial and publishing standards.

Some fields can already be designated required in recent releases of OJS/OMP/OPS. See Settings > Workflow > Metadata:

Additional requirements can be imposed by e.g. the “Author Requirements” and “Toggle Required Metadata” plugins, both available in the Plugin Gallery.
