Editor should be able to cancel reviewers when they do not answer an invitation to review

Describe the problem you would like to solve
Editor spend time (sometimes week if not month) to follow those reviewers, sending reminders. But more often than not, reviewers never answer a review request.

When an reviewer does not answer a request, OJS is only offering the ability to unassign the reviewer. When used, the reviewer is completly removed from the submission, as if he/she has never been invited.

As unassignement is the only option in those cases, some of our journals preferer to leave the reviewers on the submission rather than unasign them.

If unasigning a reviewer maybe appropriate in some cases (wrong reviewer selection, etc.), often, it does not.

Describe the solution you’d like
It would be helpful to offer the ability to cancel a review request whent a reviewer does not answer it as it can already possible to do for reviewer that responded the request but never send their recommandation (see below).
