E-mail "Submissions and Review Report" received 5000 times in 14 hours!

Hello.

An e-mail with the title “Submissions and Review Report” gets sent to myself and a few others involved in OMP at UiS over and over again. I have now received it almost 5000 times since midnight! Is anyone else experiencing this? Its’ never happened before. What to do?

**Describe the bug** When a scheduled task wants to fire on the first day of ea…ch month, it uses `<frequency day="1"/>`. However, due to a bug in the task scheduler, this can be fired many times on the first day of each month if the scheduler is configured to execute tasks on an hourly basis. This effects the editorial stats email. If this is the case, you can remove the records from the scheduled_tasks table in the database, and also upgrade to the newest version of either 3.2 or 3.3 to solve the problem permanently.
