I think that it would be good to have option at section setup page (journal manager) to disable automatic doi creation for all articles in it (similar to disable doi creation on editing page of article).

Thank you for the suggestion! The DOI assignment in OJS 3.0 will be slightly different, so that no exclusion will be needed. Thus, the exclusion option on the section level in OJS 2.4.x has lower priority and will probably not be considered soon.
