Default settings and activated plugins for new journals

Describe the problem you would like to solve
When creating a new journal I need to manually setup all settings, plugins and users that should be activated for all our journals. This can also be settings in plugins such as changes made in the Custom Locale Plugin, code in Custom header plugin, Crossref plugin settings and so on.

Describe the solution you’d like
It would be great if one can setup the defaults for a OJS platform once. And then when creating a new journal all these default settings, users, plugins, plugin settings etc will be activated for the new journal automatically. Even better if these settings can be exported and imported in another OJS platform.

It seems relatively easy and can be a very powerful tool for the systems side.
