Allow Subscription Manager to add new users

It would be very useful if subscription managers had the ability to add new users (much the same way that a section editor can add a new reviewer).

Because subscriptions require a valid username, the account would have to be added by someone with access to do so before the subscription manager can enable the subscription–which adds an extra step to the process.

(We’re running OJS 3.1)

I am wondering if there have been any updates on this since this post? This is a feature that we would like as well. The Subscription Manager role should be able to add users. Thanks!
