Add og:url metatag to help Facebook identify a canonical URL for each page

Anyone using the Facebook API gets incomplete results from PKP-published content because of missing metatags.

Describe the solution you’d like
The og:url tag should appear on all article pages, and should probably point to the abstract page for each. This way FB resolves all instances of an article the same way. Alternative, it could point to the same URL as the DOI (if that’s different). There are other og: tags that could accompany the articles.

Vitaliy already implemented a plugin that does most of this. Nate did a review of a few changes that are missing.

This should be no more than a couple of hours of work.

Ideally, this plugin would be shipped with OJS/OPS and be turned on by default (most users won’t know why they need this).

Who is asking for this feature?
Me, on behalf of people who are trying to do altmetrics. Even though others haven’t realized it (because they haven’t done any research on this topic),

The openGraph plugin provides this feature. It’s built by @ajnyga and can be found in the plugin gallery for 3.2.x and 3.3.x (at the time of writing).
