I can’t report any progress on that, but I’ve moved it to our new git issues repository (since we’re moving away from Bugzilla): Improve Submission Library utility · Issue #520 · pkp/pkp-lib · GitHub
It’s currently scheduled against OMP 1.2, but we don’t have a concrete date set for that release yet.
