OPS submission wizzard: unclear field description

In the OPS 3.4.0.3 submission wizard on page 4, there is the following field:

It is not clear to me, what will go into this? Are this two fields, from which one (“For Readers”) is missing?

I just found that if I add some metadata to be given by the author, the left-hand text shows up there, while there is no description for the “Comments for the Moderator” field:

So the left-hand text is not ment to be shown in the first case (as in my first post), but shows up there incidentally.
