Have you tried to install a new plugin, or changed the code of any existing one? If you have any plugin that implements a PHP error but it’s not correctly installed, then the plugin management pages are likely to fail, because that’s the only place in the system that even not installed plugins are loaded.
Also, check this FAQ When I click some button or follow some link, I'm left with a blank page. What do I do?
