Currently, in journal Setup, Step 3. Guiding Submissions in Citation output part we do get some citation outputs offered. I found that Chicago style that is often used in academic circles is missing. But, in Citation outputs in How to Cite part of Reading Tools plugin there is Turabian output that is very similar to Chicago Style.
Thus, I think that we solve two issues by modifying existing code for Turabian so that it can do Chicago style and implement that solution in Citation Output in Step 3. Guiding submissions.
I suppose that it is not too hard to do that.

Yes, that wouldn’t take much work. You could adapt a copy of the Turabian plugin by copying its plugin directory ( plugins/citationFormats/turabian/) and then fine-tuning the PHP, template, and XML files there.
