How to add attachment of submission file to review request email.
Because Our Reviewer will review only without login.
He asking option for download submission file manuscript from email and reply to email.
He not login our application.

Can it possible?

OJS 3.x doesn’t currently support attachment-based reviews, I’m afraid.

This would probably be best done as a modification to the core code rather than a plugin. There is a related issue at [OJS] Editors should be able to add attachments to the Editorial Decision message · Issue #2438 · pkp/pkp-lib · GitHub that will have a somewhat similar solution. We’re always open to pull requests and contributions around this, and if there’s enough community interest, it may become a priority for the dev team.

I would strongly support this request. We are working with OJS 3.0.2 too and our editors too want (from case to case) work with reviewers not registered in OJS. This is a real problem for our workflow design for that journal. The feature is offered in OJS (see image), but nothing is attached when the e-mail is sent:
