You cannot access this submission as a Journal Manager since you are the reviewer. To view it, go to “Review Assignments”

Steps I took leading up to the issue
For example:

  1. I´m the admnistrator of the journal. I review an maniscript en round 1, but in roud 2 I could´t be selectet as review, so I eliminate in my profile the review functions, now I have this messaje: You cannot access this submission as a Journal Manager since you are the reviewer. To view it, go to “Review Assignments”.
  2. I aggregate the reviewr function in my profile, but I have the same problem: You cannot access this submission as a Journal Manager since you are the reviewer. To view it, go to “Review Assignments”

What application are you using?
For example, OJS OJS 3.5.0.3

Are you assigned as a reviewer in both rounds?

I think you might be running into this issue here: OJS does not allow reviewers to be editors in the second round of evaluation. · Issue #11799 · pkp/pkp-lib · GitHub

It is a known bug and not yet resolved in OJS.
