A user with all assigned profiles cannot publish an article. But the administrator user can make the publication. We are in the migration from 3.1.2 to 3.3.0
Can you guide me to review the code and the database, so we can correct this problem.

This seems similar to what another user encountered here: Cannot schedule for publication, "You don't currently have access to that stage of the workflow."
You may wish to try the solution offered there to see if that works.
