Upgrading OJS 3.0.1 to 3.1 issue

Hello,
I am trying to upgrade my ojs3.0.1 to ojs 3.1, I did follow docs/upgrade steps, but when I change installed = On to off, I get error message while I am updating the website:

DB Error: Table ‘spueduiq_ojs.navigation_menus’ doesn’t exist

Do you know how I can fix it, I did check this table and I don’t have it in my current DB
