Upgrade from OJS-2.3.8.0 to OJS-2.4.7 producing blank page

I have a full insllation of OJS-2.4.7 for a journal I am migrating to a new server.
I have edited the config.inc.php file and everything is correct. This is the third journal I have migrated over running postgresql.
I go to the journal URL and the OJS Installation page shows which is correct.
I then click on Upgrade click here to proceed.
I then get the OJS Upgrade page for OJS Version 2.4.7.0.
I then click on “Upgrade Open Journal System” and get a blank page.

This is what I get in the error.log file:-

Strange that I was able to do other postgresql journals but this one is giving me some grief.
Any suggestions?

What do you see in the versions table with product='ojs2' and current=1?

Found the problem and fixed it that table was damaged.

I am unable to log into this journal as site admin. How do i Find out the user that is configured as site admin?

What do I have to do to change the site admin to a different user?
