Upgrade Error OJS 3.3.0-20 to 3.4.0-10

Describe the issue or problem
I expected a Successful message from an upgrade above but I got error during the upgrade:

ERROR: Upgrade failed: DB: SQLSTATE[22007]: Invalid datetime format: 1366 Incorrect integer value: '' for column `ojs`.`doi_settings`.`doi_id` at row 1 (SQL: insert into `doi_settings` (`doi_id`, `setting_name`, `setting_value`) values (, registrationAgency, DataciteExportPlugin))

Steps I took leading up to the issue
For example:

  1. Downloaded version 3.4.0-10
  2. Prepared configurations
  3. Resolved all errors (Always restore from backup on every single failed attempt and re-applied all fixes)
  4. Run upgrade tool command and about a dozen attempts trying different resolution from the web and the OJS forums but still resulting with the same error above.

What application are you using?
OJS 3.3.0-20 attempting to upgrade to 3.4.0-10

Additional information
Before the upgrade we reassigned DataCite DOIs to CrossRef agent using admin interface:
