One of our journals received a submission that has now been through one round of peer review with the decision to require revisions. The editors created a new review round and encountered a problem when trying to assign one of the round 1 reviewers to the 2nd round. Next to the reviewers name, there is a message that reads “This reviewer completed a review in the last round.” Is there possibly a setting that needs to be adjusted or some other way to allow the round 1 reviewer to be assigned to the 2nd round?

I’m trying to reproduce the problem in OJS 3.4. I see a Reassign button, after clicking on it I’m able to assign the reviewer.
We were able to successfully reassign reviewer #2 to the 2nd review round. For that reviewer, there was a “Reassign” button. The problem only seems to be effecting reviewer #1, as shown in this screenshot; there is no “Reassign” button.
When I select the down arrow to the right of where the “Reassign” button should be, I get this:

@luismurillo We continued to test and reproduce the problem but to no avail. In order to prevent further delay with the article getting reviewed and published, the editors eventually assigned the article to an additional/new reviewer.

We too are experiencing this problem. Has a solution been found except for assigning another reviewer which is not an option for us? Could it be something we have not done in round 1?

We encountered a very similar issue, but it only occurred when the reviewer is also an editor/manager: OJS does not allow reviewers to be editors in the second round of evaluation. · Issue #11799 · pkp/pkp-lib · GitHub
It may be worthwhile checking what the decision of the reviewers in question were in the first review round. In our case, one of the two reviewers had declined the submission the other one requested revisions. Only the latter, the one requesting revisions could be reassigned in round two. Which makes sense from a workflow perspective. To be able to assign the other reviewer to the second round, journal editors can revert the reviewers decision, thus ignoring it for upcoming review rounds. After that the reviewer should be reassignable to another round.
Did anyone find a solution to this problem? I am using OJS 3.5.0.3 and I still have the issue.
