Translator plugin OJS 3.1

I installed translator plugin from git hub, run upgrade and checked plugin in order to enbale it. When I click on Translate I am forwarded to Appearance tab but in browser the link for translation is present i.e.:
http://localhost/ojs/index.php/kgh/management/settings/website?uid=59f74ca028708#translate

I cannot enter into translation interface. Please advise.

I reinstalled the system and it worked well.
Please check collation of link to server and collation of database. they must be the same.
