Submission URL missing link in Email (some Users only)

The Problem

We have two Journal Managers assigned to a Submission Review Round 1 with identical permissions. The Submission Review Reminder Email is correct for one JM, the Submission URL line is missing for the other.

This is what the Activity Log at the relevant dates shows (so the omission happens before the email is sent and is not due to eg spam filters):

Just a gentle reminder of our request for your review of the submission, EL 3568 A Strategy Development Framework for Educational Technology, for Electronic Journal of e-Learning. We were hoping to have this review by 9 May 2024, and would be pleased to receive it as soon as you are able to prepare it.

Steps I took leading up to the issue
For example:

  1. Login As Karen (JM #1)
  2. Click Send Submission Review
  3. Assigned Laura (JM #2) to review round
  4. Login As Laura
  5. Click Send Submission Review

The preview screen shows the same

What application are you using?
OJS 3.3.0.13 LTS

Additional information

  • In the preview pane I see Dear NAME: Submission URL: URL for both Karen and Laura
  • I double checked that the user permissions are identical for Karen & Laura
  • I double checked the base_url in config.inc.php
  • checked ACRON is installed

My best guess in the meantime is that when there are two Journal Managers assigned to a review, then only the first one works. So, there is a small chance that removing the other Journal Manager from the Submission review stage may jog the system to do the right thing.
