Storing additional files with submissions

We would like to be able to store files for our own records alongside submissions. In one example, we want to store a copy of the permissions the author has obtained to use certain photographs in the publications. We do not want to publish these files or allow them to be visible to anyone but Editors, is this possible?

I think this response to a question of private supplemental files in the old forum is still accurate.

This is planned for the 3.x release, but unsupported in the 2.x release.
