consider the case where an access to a submission file is logged by the usage st…atistics plugin, then the file removed/deleted and then the usage statistics log file processed. currently there would be a php error at this line https://github.com/pkp/ojs/blob/ojs-stable-3_1_0/plugins/generic/usageStats/UsageStatsLoader.inc.php#L78, that getGenreId() is called on null.
