[SOLVED] Upgrade OJS 3.1.1.4 -> OJS 3.1.1.4 3.2.1.2 problem

Hi. I’m new at PKP and need some help.
After update, I have a problem.
In English localization - all ok
But in Ukraine i have some like this:
class=“page_title” and

after class=“label” look like “???”

Found that the problem is in the encoding of files in the database when importing.
