Describe the issue or problem
We are using OJS 3.4.0-8. When editors send a decision to the author, reviewer-uploaded files appear in the file selection list, but none of them are pre-selected by default.
In our workflow, editors often forget to manually select these files before sending the decision. This causes important reviewer attachments to be omitted from the author’s notification.
We would like the system to automatically pre-select all reviewer-uploaded files by default. Editors could then remove any files they don’t want to send, which would provide a much smoother and safer user experience.
Expected behavior:
When the “Send Decision to Author” form is opened, all reviewer-uploaded files should be checked by default.
Steps I took leading up to the issue

Go to a submission with completed reviewer assignments.

As an editor, click “Send Decision to Author.”

Scroll to the section where reviewer-uploaded files can be selected.

Notice that none of the files are selected by default.

We want to know if there is an existing configuration, hook, or code-level modification that would allow reviewer-uploaded files to be pre-selected by default.
