How reviewer can sand comment to author when reviewer doing the job to review before choosing recommend ? I should edit with code program php ?? But where i can edit i means the file php? Maybe someone can help me,

OJS doesn’t have a facility for Reviewers contacting Authors before the review is accepted. Generally Authors cannot communicate with Reviewers directly, or vice versa, because journals tend ot use blind peer review. That communication is mediated by the Editor.
If you want to know about modifying OJS, I’d suggest reading the OJS Technical Reference as a start.
