Hope you and your team members are in good health. Yesterday I tried by downgrading PHP version from 7.4 to 7.3 after that the notification for the requirement of Archive_Tar extension from PN setting popup disappeared.
Today I can see following in PKPPNDepositorTask file-

However, the task file shows processing for only one journal; it didn’t run for other journals in the same installation; I am not sure if all journals shall be processed same time or it will be scheduled to process later (Maybe I can watch for tomorrow and day after)
Note: Installing plugin from gallery still giving the same error Files of this type can not be uploaded
