Reading Tools in OJS 3

I would like to ask, how to install reading tools in OJS 3. I cannot find in OJS 3, while I can easily access in OJS 2. Would you mind to solve and share this problems.

The Reading Tools toolbar no longer exists in OJS3.

Does any body can help to make a plugin such as reading tools in OJS 3? so that we can use it. In my opinion the reading tools is still required.
