quick_Submit showing installed but is not installed
quick_Submit is not listed in Webiste Settings/Plugins/Installed Plugins/Import/Export Plugins
But when I click on it in Plugin Gallery I get a message reading
“Plugin already installed, but can be updated to a newer version”.
There’s no option button to upgrade.
As a test I clicked on another plugin which I believe is not installed
and the popup message read “The plugin has not yet been installed.”
but there is no install button in the popup.
The plugins/importexport dir does not have a quick_Submit
subdirectory.
I have checked that shell_exec is enabled.
I did install quick_Submit and use it some time ago on the same
installation when it was 3.3.0-12. We upgraded to 3.3.0-15 but the
problem persists.
Any ideas what has happened or how to fix it?

Can you share a bit more about how you installed the plugin under the version 3.3.0-12 and what your upgrade process was to 3.3.0-15?
The quickSubmit plugin does not appear to be packaged as part of the OJS 3.3.0-15 download (or any 3.x release I sampled), so it seems it must be installed via the plugin gallery, or manually.
If you installed the plugin manually in 3.3.0-12, but then replaced the source code with 3.3.0-15, your database may still have the record of the plugin, even though the files for the plugin are not present.

Unfortunately, our guy is now under time pressure and so I try to figure out what needs to be done and he tries to fix it. So I hope you’ll be patient with the dumb assistant.
When we did a clean install of 3.3.0.12 I installed quick_submit via the plugin gallery and it worked fine. When we were getting close to upgrading to 3.3.0.15 I tried to use the quick_submit plugin and could not see it in the list of installed plugins so I went to the gallery and clicked the quick_submit link there. That’s when I got the image you see in my post saying it is installed and can be upgraded. If I have understood the help files there should be an “Upgrade” button in the popup message but, as you can see, there is none even though the message asserts that the plugin is installed. So I went looking for quick_submit in the import-export directory and saw that there in no quick_submit subdirectory there. I have downloaded the quick_submit.zip file from github as recommended in the popup and asked our guy to create a quick_submit subdir in the import-export directory. I am wondering if simply unpacking the zip file in the quick_submit subdirectory will get the job done but I suspect it won’t.
As a check on the 3.3.0.15 system’s integrity, I also clicked on an entry in the gallery which I know is not installed. The popup asserted that it is not installed but did not have an “install” button as shown in the help file for using the gallery.
Does any of that information shed any light?
