We are using OJS 2.4.8.2. I would like to know if an email is triggered when the editor clicks “Publish Issue”. If so, who will receive that email (all users, all readers, all authors)?

Hello,
as far as I remember, those users receive an automatic e-mail who set their profile so that they wish to receive an automatic e-mail if a journal issue is published (i.e. if you click “Publish issue”). The Editor can notify users via e-mail with the “Notify users” link on the Editor Home page; there you have the option to set the recipients of this e-mail as well.
