Is Public Knowledge Project PLN which preserves published manuscripts and provides archiving service to journal content free of cost, is closed?
If yes, is there any cost-effective alternative?

The PKP PN is not closed - and it only preserves content it doesn’t publish content. You might be thinking about the PKP index?

1- This means PKP PN is still providing fee archival service to OJS users.

2-Yes I was thinking about the PKP Index which is closed.

And the PKP Index has been retired since January, 2022: https://pkp.sfu.ca/2021/10/05/pkp-index-retiring-as-of-january-1-2022/
