Is Public Knowledge Project PLN which preserves published manuscripts and provides archiving service to journal content free of cost, is closed?
If yes, is there any cost-effective alternative?

The PKP PN is not closed - and it only preserves content it doesn’t publish content. You might be thinking about the PKP index?

2-Yes I was thinking about the PKP Index which is closed.
