Public Galley Identifier not optional

Hi,

I’m using ojs 3.1.1.2.
When I add a galley to a issue, Public Galley Identifier field is not optional.

Is this a bug?

Yes, this is a reported bug and there is a patch available: Issue galley locale error - #10 by Tuwpub
