I have problems with the plugin generic.recommendByAuthor in ojs 3.0.2:
“Obs.: This plugin requires at least one statistics/report plugin to be enabled. If your statistics plugins provide more than one metric then please also select a main metric on the admin’s site settings page and/or on the journal manager’s settings pages.”
A (usage) statistic plugin is needed because the recommended articles are sorted by ‘most used’.
Theoretically, there could be several usage statistics plugins – e.g. some third-party plugins – but only the UsageStatistics plugin is published within the OJS release.
Thus, you would have to enable and use the UsageStatistics plugin.
When you enable the UsageStatistics plugin, the RecommendedByAuthor plugin will work, but I will have to check if it should be adjusted to new OJS release, to correctly sort the articles by ‘most used’.
We updated from 3.0.1 to 3.0.2 and we just found the same problem.

We had the plugins connected, and previously the plugin worked; suddenly the puglin doesn’t work after new version.

You would need to be logged in as admin and then go to Settings > Website > Plugins > Generic Plugins. There you should then see Usage Statistics plugin.
