WHEN I IMPORT THE DATABASE I IMPORT IT WITH UTF-8 in PhpMyadmin

Hi @hell_boy,

If you create the database as UTF8 (e.g. in phpMyAdmin), then set the OJS installation form to use UTF-8, then that’s all you need to do. I’d suggest freshly creating the database rather than attempting to convert the existing one, if it’s a fresh install anyway.
