PKP PN plugin cannot reach pkp-pn.lib.sfu.ca (timeouts on ports 80 and 443 from two servers)

I’m reporting a connectivity issue affecting the PKP PN host from two different OJS servers.

The PKP PN plugin fails while trying to retrieve the service document, and direct network tests from both servers show that pkp-pn.lib.sfu.ca is unreachable.

Test results from server 1 and server 2 are consistent:

  • pkp-pn.lib.sfu.ca:80 → timeout

  • pkp-pn.lib.sfu.ca:443 → timeout

  • forum.pkp.sfu.ca:443 → OK

  • pkp.sfu.ca:443 → OK

Examples from the servers:

For pkp-pn.lib.sfu.ca:80

  • fsockopenFAIL ... errno=110 err=Connection timed out

  • cURLerrno=28 ... Connection timed out ... http=0 ... connect_time=0

For pkp-pn.lib.sfu.ca:443

  • fsockopenFAIL ... errno=110 err=Connection timed out

  • cURLerrno=28 ... Connection timed out ... http=0 ... connect_time=0

Control tests:

  • forum.pkp.sfu.ca:443 → OK

  • pkp.sfu.ca:443 → OK (HTTP 200)

Because the same behavior occurs on two different servers, this seems unlikely to be a local OJS configuration issue.

My understanding is that the plugin needs to reach the PKP PN service document at:

http://pkp-pn.lib.sfu.ca/api/sword/2.0/sd-iri

But from both servers, that host times out at network level.

Could you please check whether there is any routing, firewall, filtering, or service-side issue affecting access to pkp-pn.lib.sfu.ca?
