Describe the issue or problem
We are currently configuring the PKP Preservation Network (PLN) for our journal Natural Built Social Environment Health (NBSEH) running on OJS 3.3.0.19.
After extensive troubleshooting and several technical interventions, the PLN plugin is now functioning correctly. Deposits are created successfully, each deposit receives a UUID, scheduled tasks are running correctly, and the PKP PN recognizes and accepts our journal.
However, during the preservation process, some deposits temporarily display the following message:
“Failed to download the deposit from your system. The operation will be retried, meanwhile, you may check if your system is behind a firewall.”
The deposits are automatically retried by PKP PN and usually return to the Pending or In Progress state.
We expected PKP PN to successfully download the deposit package and complete the preservation process without reporting this error.
Please tell us what happens and what you expected to happen.
Steps I took leading up to the issue

Installed and enabled the PKP PN plugin.

Accepted the Terms of Use.

Configured the journal for PKP PN.

Restored the missing PLN database tables.

Verified that scheduled tasks (cron) are running correctly.

Generated deposits for all published issues.

Waited for PKP PN to process the deposits.

Observed that some deposits reported the following message:
“Failed to download the deposit from your system.”

After automatic retries, the deposits usually returned to Pending or In Progress.

The following components have already been verified:
• The PLN plugin is installed and enabled.
• Deposit tables exist in the database.
• Scheduled tasks are executed correctly.
• Deposits are generated successfully.
• Each deposit receives a UUID.
• PKP PN recognizes our journal and accepts deposits.
• Deposits appear with Pending or In Progress status.
Our hosting provider has already checked:
• Apache logs
• PHP logs
• Firewall
• ModSecurity
• WAF
No HTTP 403 responses or firewall blocking have been identified.
Our hosting provider has asked whether the PKP team could provide:
• the IP addresses used by the PKP Preservation Network servers;
• the exact URL that PKP PN attempts to download;
• or any additional logging that could help identify why the download fails.
We have attached screenshots showing:
- deposits created successfully,
- the temporary download error,
- and the automatic transition back to Pending/In Progress.
An important observation is that deposits are automatically retried by PKP PN. A deposit may temporarily change from Error to Pending and then back to In Progress, which suggests that communication between our OJS installation and PKP PN is established and that the problem occurs specifically when PKP PN attempts to retrieve the generated deposit package.
Could you please advise whether this behaviour indicates a server accessibility issue, a known limitation of the PLN plugin, or whether additional diagnostics can be enabled to identify exactly why the PKP PN server cannot retrieve the deposit package? Any guidance would be greatly appreciated.
