Your journal is not configured correctly @Danu_Herlambang. It is reporting its URL as http://10.211.1.142/index.php/JurnalIlmiahHubunganInternasiona which is clearly not correct. Our servers are not able to access it to verify that it has been upgraded.
This is usually something you configure in config.inc.php in the base_url setting. I don’t have much experience with configuring OJS, but maybe @ctgraham can provide some guidance.
