Pdf visibility in OJS 3.1.1.2

Hello,

I have been asked by some editorial boards to check is it possible that some pdf files can be visible but not downloadable so the user can read it but not download it.

I think you must modify the code ( core or new plugin) for this option (block/free) in each artícle.
