Paypal Not works for all my journals

Recently I have install the OJS 3.1.0.1 and work every things fine I have patch paypal plugin as a payment for my OJS and it work last night I have add another journal to the OJS and setup every things same as last one but payment method which is paypal does not work on the new one. The user can access to the PDF file for free and surprising the first journal is all fine and users have to pay to se the articles. I will be appreciated for any help.

I think, it is not paypal, but the subscription module itself. I discussed it here:

Now it seems to be my turn to ask questions I think I’ve done everything to make it work. I’ve enabled all the plugins, set up everything in Access and Payments tabs, set up Payments types and set access status for some issues as ‘Subscription’. But still those issues appear with full texts available. What might be wrong?
