Payment request notification sent despite waived submission fee

Describe the issue or problem
When we waive the submission fee the payment request notification is still sent to the user.

Steps I took leading up to the issue

  1. I’m trying to accept a submission with waiving the submission fee

  2. Choosing to send the acceptance email

  3. I receive the “Your submission has been accepted to …” as expected but also “Payment Request Notification” that should not happen since the submission fee was waived.
