Papers accepted just by the Journal Editor, and not by the Section Editor?

Suppose that the Journal Editor needs to balance the number of papers
accepted by different Section Editors, and wants to restrict the
papers from a certain section.

Can the system be set such that the acceptance of a paper is
given in the system just by the Journal Editor, and not the Section Editor?

I am not sure that I understand it totally, but maybe this could be used as a solution: in the new OJS 3.1.1 release, there is the possibility to created a new or restrict an existing role to only be able to make comments on papers and not to be able to make decisions. This way could choose the option “This role is only allowed to recommend a review decision and will require an authorized editor to record a final decision.” for that role, as well the option “This participant is only allowed to recommend an editorial decision and will require an authorized editor to record editorial decisions.” when assigning such an user to the paper.

Hello Bozana, I know this is a fairly old topic, but I am experience the same problems.
I tried with a new submission (test) after ensuring the config “This participant is only allowed to recommend an editorial decision and will require an authorized editor to record editorial decisions" was in place, but the Section Editor could notify the authors, which we do not want. We want only the EIC to notify authors…
Is there something I am unaware of? I am fairly new to OJS… Thank for any help on this.

this seems to work now… I am not sure why it would not work before. Maybe it affect new submissions made after the change?
