We are prepared to upgrade from OJS 2.3.8 to 126.96.36.199, but we are encountering issues due to a lack of internet access in our environment. I have already configured
show_upgrade_warning = Off and
enable_beacon = Off, but attempting to log in with the admin password results in a timeout error.
Is it possible to run OJS without internet access?
Internet access is required. There might be some exceptions (e.g. run locally on one’s own machine or on a type of local network) but most, if not all, OJS instances run based on an internet connection.

Sorry - I don’t have anything to suggest here - I don’t have any experience with this type of configuration. Hopefully someone else from the community will be able to weigh in.
