We have recently upgraded to OJS 3 and have noticed that two sidebars can no longer be used as was the case in version 2.*
Is there something we are missing or is this functionality no longer available?

We’re no longer actively supporting a three-column layout – it’s very costly on real estate, which is particularly valuable for mobile users. It would be possible to introduce another sidebar e.g. via CSS etc., but you’d need to do some work to get content e.g. block plugins shifted into it. I’d suggest considering if you can work with a 2-column layout before doing this.
