OJS 3 native XML import issue error

Hi,

I am using OJS 3.1.01. I exported an issue from OJS 2.4.8.2. From an editor it looks OK.

When importing to OJS 3.1.0.1 I get error:

Element 'issue': No matching global declaration available for the validation root.

What does that mean? How can I overcome this problem?
