OJS 3 images download instead of open in browser

In OJS 2, you could link to a larger file of an image in the HTML. The file would then open in the browser with a URL that looks something like this:

/ojs/index.php/fm/article/viewFile/8286/7724/62427

In OJS 3, all those links to larger images now force you to download the image, instead of allowing you to view it. Does anyone have a workaround for this?
