my language/locate is pt/brazil, I am using version 3.1 of OJS with php 7.0.

Hmmm… Could you see if you have for example this file: lib/pkp/locale/pt_BR/common.xml ?
And maybe if you have a line with navigation.submissions there?
And if you have, maybe you could try to clear the cache…
