Is it possible under OJS3 to add title images to the header? Or Thumbnails for the current and archived issues? Thanks for your help

This is a general question as I (designer, not a coder) would like to advice my client, a journal hosted at the university of Heidelberg. They would like to use images in the header. Something similar to the header in this journal which displays images at random with logo on top:

Heidelberg wants to migrate the hosted journals to OJS 3 this year.
Can I change the css of the header to accommodate a background image? Do I need a custom bootstrap theme for that?
